Decision
of the Governing Board "Kapordeleion-Xykeion"
on 29/01/2013
about a new publication by Mr. Ioannes Xykis
in the "Ethnikos Kirikas" of New York
The Governing Board of the “MO. F. I. G. Kapordeli - I. Xyki” Foundation took note of the "Open Letter – Notification”, and of the second letter of Ioannes Xykis which were published in the newspaper "Ethnikos Kirix (National Herald)" in New York (Saturday 12th - Sunday, the 13th of January 2013) and after studying the issue decided at its meeting, on Tuesday, January the 29th, of 2013 the following:
1. The President of the Foundation “MO. F. I. G. Georgiou Kapordeli - Ioannou Xyki” Metropolitan of Nafpaktos Hierotheos previously responded (30-12-2011) and his reply was published on 4-2-2012 in the “Ethnikos Kirix (National Herald)”, to a publication of Ioannes Xykis on 20-12-2011 in the same newspaper. With that response any questions should have been resolved, especially since at the end the Bishop wrote:
"Through my letter I ask, once again, Mr Ioannes Xykis, whom I love, when he comes to Nafpaktos to visit me in my office or to call me to meet wherever he wants, or to send his authorized lawyer to solve all misunderstandings, which I am sure that are caused by third people, for their own reasons.”
Since then – more than a year - instead of any communication for the full, serious and factual information, Mr. Ioannes Xykis published two letters on the same issue of the newspaper, in which the same views are reiterated.
2. The Governing Board of the foundation considered the whole issue and decided to make public again some facts to inform the people concerned.
a) The Foundation is a private legal entity (in Greek “N. P. I. D”), constituted by Presidential Decree and regulated by the Directorate of National Endowments of the Region of Western Greece and is run by respectable people of society of Nafpaktos, who are included in the Presidential Decree by which the Foundation is managed, namely the Metropolitan of Nafpaktos, the Mayor of Nafpaktos, the President of the Federation of Tradesmen of Nafpaktos, the Director of the National Bank of Greece of the local branch in Nafpaktos and the most senior lawyer of the town of Nafpaktos.
b) Until now four major benefactors have appeared, namely the late George Kapordelis who donated a plot, which in 2006 had a legal value of 2.935.000 € and a market value of 4.990.000 €, the late Dimitrios Galanis, from whose donation the Foundation received the amount of 955.592,54 €, Mr. Ioannes Xykis, donated the amount of 781.632,16 € (685.000 dollars and 144.471,46 €), and the late George Kolovos, who donated all the technical plans and undertook the superintendency for free.
c) Until now the whole management is in all respects lawful, budgets and balance reports are approved by the Directorate of National Endowments of the Periphery of Western Greece of the Ministry of Finance, and the file of the construction of the building has been sent for inspection to the General Directorate of Economic Inspectorate of the Ministry of Finance.
The legal, in all respects, management of the money paid by Mr. Xykis is confirmed by his own words that “I want to state that my queries and my questions do not contain the slightest suspicion or censure on the commitment of irregularities. I respect, appreciate and esteem everyone involved with the financial management of the Foundation.”
It is to his disposal or to his authorized representative to examine the whole case.
3. The Governing Board members state that the construction of the building up to now has been done by consent of all the members and by unanimous decisions and was made in accordance with the laws of the State. They ask again Mr. Ioannes Xykis to appear in person or by an authorized lawyer at a meeting of the Board to be arranged specifically to examine the recommendations of the donor and decide what is appropriate in accordance with the laws governing the National Endowments.
We declare that we love and honor Mr. Ioannes Xykis for his offer and we expect to solve any "questions", without the intervention of third parties which may pose problems, in order to complete the work for the benefit of our society.
4. We must give our gratitude to the late George Kolovos, former Mayor of Antirio, who offered numerous services to our Foundation and especially the reconstruction of the nursing home, because he has offered for free the technical plans, he worked selflessly for their approval and the construction license for the building, and also undertook the supervision of the work. We consider him a benefactor of our Foundation.
5. In what is written in the two published letters one may observe inconsistencies and contradictions between them.
In the first letter it is stated that Mr. Xykis is not willing to continue donating and completing the building of “MO.F.I.”, while in the second his desire is expressed to finish the "Xykeio Kapordeleio" building.
Also, in the first letter, the author after expressing a few questions, then he says he does not attribute "the slightest suspicion or censure on the commitment of irregularities " and that " I respect, appreciate and esteem everyone involved with the financial management of the Foundation", while in the second the author uses offensive language for the President of the Foundation Metropolitan of Nafpaktos Hierotheos. So the impression given is that these two letters which were published in the same issue of the newspaper were written by different people.
In conclusion, the Governing Board of the Foundation respects all donors, honors the great benefactor Mr. Ioannes Xykis, but also recognizes other benefactors and the contribution of the Board members of the Foundation. It declares that whatever has been done and is being done is legal and is approved by the Directorate of National Endowments of the Periphery of Western Greece. Whatever different is said about this issue is unsubstantiated.
